Panther Region Changes

- Several items have been reintroduced, such as the "leaf adorned earrings."
- Furthermore, several items have been repurposed, such as the "chest plate" which now is known as "Touran`s adorned chest plate."
- New items have been added, such as the "badge of undying resolve", a legendary item with a unique ability.
- The Arena gear now provides more PK oriented attributes at the expense of stats.
- All items have been re-evaluated. Equipment is updated with new values.
- All items which would require it now have rarity flags.
- All NPCs have been re-evaluated;
a. Combat related NPCs should now have updated values.
b. Oyakata is considered to be a `top-tier` boss, but no parameters have been changed.
c. Touran`s Frozen Skull Shatter is now an instant kill.
d. The repeatable quests found in Panther Region have been slightly adjusted.

These changes will become available upon the next copyover provided by Zeno.
