Okay, I know I probably sound like a whiner - ok, I AM a whiner - but, if someone forgot to config +refuse, and then someone else came along and handed them a shard and then attacked them before they had a chance to even realize what was going on, is that legal because it's the player's own responsibility to remember to turn on refuse? Or is it illegal because the player that got attacked had no idea what was happening, or...whatever. You get the point.

And if that is legal, shouldn't there be a way around that, like the other player has to wait a few seconds or something for the player they gave the shard to to go lethal, or something? Or am I just being stupid?

Yes, it's legal. Players have the option of allowing it. No reason to be illegal.
