I noticed sneak and hide are basically usless skills.

As pretty much every mob in the game sees you except shops.

What good is sneak and hide when you cant even sneak past yakuza huh.

Did it ever occure to you that its not against npcs that those skills are handy. There are also a number of npcs you can hide and sneak past. While others we don't want you to be able to sneak past.
