So I was thinking about some effects that can be added to abilities like iceshield and perhaps some future ice based abilities. The first of these is frostbite which could be a stacking debuff that reduces agility. The second of these is hypothermia which could be applied after x number of stacks of frostbite and it could reduce mental state and int by a certain amount, perhaps a percentage for int.

I like the idea and I think that elements should have a much bigger role to play in the game, however a full list of effects should be thought out for all elements - and how much the status effects would apply based on resistance to the element.

ice= stacking agi debuff, max stacks inflict damage to mental status and int
lightning= stacking str debuff, max stacks inflict confusion(commands entered are interrupted i.e. south becomes north or simply doesnt work)
fire= combust target applying dot, max stacks inflict elemental vulnerablity(raw nerves)
earth= increased command lag on movement, max stacks petrifies the target, causing them to take more damage from physical damage and unable to move(can still attack however)
water= blurred sight reduces target hitroll, max stacks causes asphyxiation(reducing stamina or increasing stamina loss per action)
wind= forceful winds reduce target dodge chance, max stacks inflicts silence preventing use of abilities that use mana/jakai/reiatsu(only applies to abilities involving words[heal,kidou,jakai flare]) called crushing silence

i know it has been quite a while since i have posted anything, however i hope this helps with ideas for elemental debuffs and enhancement.
