You need to learn to use track properly. Since there are many tourists, you have to be specific. Unfortunately for you, you cannot do that successfully, so the alternative is to do the following:

track 0.tourist
track 1.tourist
track 2.tourist
track 3.tourist

Etc... Etc...

First of all, do NOT be rude. It won't be tolerated. Second, it IS hitting something, just not in the area you are in. Hence the message "You can't smell a trail from here." Learn to distinguish the differences before you go on your little tangents of ignorance.

I insist. It works as intended. You won't find your tourist because many areas have different NPCs with the keyword "tourist" in them. You are technically tracking for the wrong one.

"You can smell a trail ______ of here." (Hit on same area.)

"You can't smell a trail from here." (Hit, but in another area.)

"You can't find a scent of anyone like that." (The NPC you are looking for either is dead or does not exist.)
